Item 1 Welcome and Apologies

Chair Allan Fels welcomed Commissioners and staff to the meeting and introduced and welcomed our new Commissioner Ms Nicole Gibson. An apology was noted from Commissioner Kay Patterson.

Item 2 Preliminaries

The Register of Interests was tabled. Additions and edits will be confirmed with Commissioners.

The Minutes of the Commission meeting 20-21 August 2014 were APPROVED. All actions arising from the previous meeting were noted as actioned.

Item 3 Commissioners, CEO and Projects Updates

3.1 CEO Update

CEO David Butt provided a verbal update on Commission and related matters. Of note was the imminent release of the NSW Mental Health Commission’s strategic plan and today’s release of the QLD Commission’s strategy. Also noted was the announcement of the new Secretary of the Department of Health, Mr Martin Bowles.

The end of financial year statements and other relevant reports were also discussed noting their inclusion in the Annual Report, which is to be tabled by 31 October 2014.

3.2  Projects Update

Commissioners NOTED and DISCUSSED the Projects Update.  Of note was the receipt of the National Contributing Life Survey Options Paper from the AIHW at the end September 2014. Commissioners commended the AIHW on this piece of work. The Paper and its recommendations will be considered in the context of the review report. 

Commissioners also noted the receipt of the final reports from University of Melbourne on seclusion and restraint, and noted the next stage of developing a Position Paper for the Advisory Group’s consideration at the end November 2014.

The Scoping Paper on the implementation of national standards in mental health services was also noted, with a planned joint release in November 2014 with the ACQSHC.

The Peer Work project was discussed. Commissioner Crowe advised that the Victorian Government is prepared to work with the Commission to develop guidelines to advance the peer workforce.

3.3 Commissioners Updates

Commissioners provided verbal updates on their work since the previous meeting. Commissioner Pat Dudgeon advised of the new National Aboriginal and Torres Strait Islander Mental Health Leaders group, in which she is the inaugural Chair. The group is supported by the National Commission and all state commissions.

Commissioner Dudgeon provided copies of the following reports:

- Voices of the Peoples: the National Empowerment Project National Summary Report 2014 (full report and summary; at www.nationalempowermentproject.org.au)

- The Third Conversation: has anything changed? The Aboriginal and Torres Strait Islander mental health and suicide prevention roundtable. Recordings of proceedings: companion document to the call for action. 23 and 24 June 2014, Perth Western Australia

- A summary of the Aboriginal and Torres Strait Islander Suicide Prevention Evaluation Project (ATSISPEP).

Commissioner Lucy Brogden attended the Mates in Construction report launch and tabled the report. The report will be posted on our website and is an attachment to these minutes.

Item 4 Report back on Report Card Recommendations and update

Commissioners DISCUSSED the update and noted that the Report Back will be launched in December 2014.

Item 5 Review – Progress Report

5.1 Findings

Commissioners NOTED and DISCUSSED the findings to date from the numerous research papers and other work, against the terms of reference.

5.2  Commonwealth Programme Evaluation Overview

Commissioners NOTED preliminary findings from reports received.

5.3 Proposed Directions for reform

Commissioners NOTED the proposed key directions for reform emerging from analysis of key findings to date.

Item 6 Review and Report Card – processes to finish line

Processes and timelines for the finalisation and submission of the Review report and the Report Back on the Report Card’s recommendations were NOTED.

Commissioners NOMINATED their areas of interest for consultation on the Review Final Report chapter drafts.

Other business

It was AGREED to meet face to face at the Commission meeting of 20 November 2014, and in Sydney.

Next meeting

The next meeting will be held 9 & 10 November 2014 in Sydney. The focus of this meeting is the Review Final report: key priorities and recommendations.

It was NOTED that Commissioner Knowles is unable to attend the evening meeting of 9 November 2014.
