Item 1 Welcome and Apologies

Chair Allan Fels welcomed Commissioners and staff. An apology was noted for Commissioner Pat Dudgeon

Item 2 Preliminaries

2.1 Register of Interests

No changes to the Register of Interests were noted.

2.2 Previous Minutes and Actions Arising

The draft Minutes of the Commission meeting on 12 – 13 August 2015 were APPROVED without amendments and the Actions Arising were NOTED.

Item 3 CEO Updates

Mr David Butt UPDATED the Commissioners on the Fifth National Mental Health Plan Workshop meeting held on 15 October 2015. Mr Butt also DISCUSSED the current status of the Contributing Lives, Thriving Communities report and UPDATED the Commissioners on the Government’s progress towards a response.

Mr Butt DISCUSSED the National Mental Health Commission Annual Report.

Mr Butt DISCUSSED the appointment of Katy Gallagher as the Shadow Minister for Mental Health.

Item 4 Work Plan Update

4.1 Projects Update

Ms Jane Moxon DISCUSSED the National Mental Health Commission projects and current project priorities, including the development of a consensus statement for the physical health of people with mental illness. Ms Moxon sought advice on the proposed role of patron for Commissioners for each project. Commissioners were asked to give feedback after the teleconference.

4.2 Reporting Update

Ms Sally Goodspeed DISCUSSED the planned Reporting Framework. It was NOTED that the Commission’s reporting should be focused on fulfilling the Commission’s role in providing accountability to the mental health system.

4.3 Consensus Statement for the Physical Health of People with Mental Illness

Mr David Butt DISCUSSED the Consensus Statement Development Project. It was NOTED that an Expert Advisory Group is currently being finalised and a stakeholder event is being organised for 23 November 2015. Mr Russell Roberts was introduced as the contractor who is managing this project for the Commission. It was NOTED that the Consensus Statement would take into account a range of projects by other stakeholders to promote improved physical health for people with a mental illness

4.4 Communications Update

Ms Trinette Kinsman provided an overview of the Commission’s communications activities.

Item 5 Other Business

Commissioners DISCUSSED the next Commission Meeting, to be held on 19-20 November in Sydney.

It was agreed that a teleconference would be held in December. Secretariat will work with the Chair and contact Commissioners to determine a suitable date. They will also follow up on dates for meetings in 2016.

"Even the most disadvantaged Australians should be able to lead a 'contributing life,' whatever that means for them and this simple goal will be our touchstone and yardstick."
